Berdasarkan data dari Badan Pusat Statistik (BPS) pada Okezone.com, mencatat bahwa jumlah pengangguran sarjana atau lulusan universitas pada Februari 2013 mencapai 360 ribu orang, atau 5,04% dari total pengangguran yang mencapai 7,17 juta orang. Dikalangan mahasiswa minat untuk bergelut di bidang wirausaha boleh dikata masih sangat minim, sehingga masih berpikir bahwa kuliah hanya untuk menjadi karyawan atau pegawai. Selain itu, ada beberapa faktor yang menyebabkan mahasiswa kurang berminat untuk berwirausaha yaitu tidak ada modal untuk memulai usaha, atau tidak pernah dibekali dengan pengetahuan seputar wirausaha. Padahal sebenarnya gelar sarjana tidak menjamin seseorang untuk mendapatkan pekerjaan. Pola pikir mahasiswa yang demikian perlu dibenahi agar dapat lebih memahami seberapa besar peranan wirausaha dalam kehidupan sehari-hari. Peran pendidikan khususnya pada perguruan tinggi sangat penting untuk menumbuhkan minat mahasiswa dalam berwirausaha sehingga terbatasnya lapangan pekerjaan tidak lagi menjadi masalah besar karena mahasiswa sudah mampu menjalankan usaha sendiri. Untuk lebih meningkatkan kemampuan mahasiswa, pemerintah sudah memberi wadah bagi mahasiswa yang mau belajar. Pada tahun 2009, Direktorat Jenderal Pendidikan Tinggi sudah memperkenalkan dan mengembangkan berbagai program kewirausahaan yang dikenal dengan Program Mahasiswa Wirausaha yang disingkat PMW, dimana wadah ini menjadi jembatan bagi mahasiswa untuk dapat membangun motivasi berwirausaha dan mampu melihat peluang yang ada disekitarnya. Menumbuhkan nilai-nilai kejujuran dalam pendidikan merupakan tantangan utama pendidikan. Inflasi nilai, mencontek selama ujian nasional (UN), bocornya soal plus jawabannya, dan berbagai bentuk kecurangan lain, menjadi tanda kegagalan lembaga pendidikan dalam menanamkan nilai-nilai kejujuran. Indeks integritas sekolah (IIS) bisa menjadi solusi? Jawabannya adalah tidak! Menteri Pendidikan dan Kebudayaan Anies Baswedan memperkenalkan istilah baru kepada publik terkait kebijakan UN, yaitu IIS. Indeks ini menjadi petunjuk sejauh mana sebuah sekolah memiliki tingkat kejujuran dalam melaksanakan UN. Indeks integritas ini bisa menjadi pertimbangan bagi perguruan tinggi dalam menyeleksi calon mahasiswa baru.

Di kalangan para ahli psikometrik, konsep indeks integritas ini bukanlah hal baru. Kita bisa menyebut berbagai macam teori tentang indeks integritas ini, mulai dari teori klasik yang diawali Bird (1927, 1929), Crawford (1930), Dickenson (1945), dan Anikeef (1954). Teori tentang indeks integritas kemudian dikembangkan banyak ahli psikometrik, Saupe (1960), Dunn, (1961), Angoff (1974), Holland (1996), Wollack (1997, 2006), dan Sotaridona dan Meijer (2002, 2003).

Teori tentang indeks integritas ini masih diperdebatkan. Masing-masing memiliki kekuatan dan kelemahan tergantung dari cara menghitung indeks dan variabel yang diperbandingkan. Teori awal yang dikembangkan Bird (1930), misalnya, kiranya sudah tidak cocok lagi dipakai karena hanya mendasarkan diri pada perbandingan distribusi jawaban salah antara peserta yang mencontek (copier) dan yang dicontek (source) untuk menentukan indeks integritas.

Teori yang dikembangan Crawford, Dickenson, dan Anikeef masih berada di jalur yang sama, yaitu menggunakan variabel jawaban salah. Teori ini kemudian dikembangkan dengan memasukkan variabel lain, seperti distribusi jawaban benar, baik melalui analisis persamaan jawaban benar atau salah secara secara berurutan (string) (Hanson et al dan Angoff, 1974) dan acak (random).

Integritas tes

Berbagai macam teori indeks integritas, terutama yang klasik, tidak dapat diterapkan dalam konteks UN di Indonesia, karena UN di Indonesia bukan hanya ada satu varian soal, melainkan ada 20 varian soal. Teori sumber-pelaku sudah lama ditinggalkan karena tidak memiliki kekuatan memprediksi tingkat kejujuran.

Indeks integritas yang menggunakan multivariabel sering diacu untuk mengatasi kelemahan indeks integrasi sebelumnya (Angoff, 1974; Frary dan Tideman, 1997). Angoff (1974), misalnya, menggunakan indeks multivariabel untuk menentukan level integritas. Namun, penggunaan multivariabel ini pun masih banyak diperdebatkan para ahli psikometrik terkait sisi praktikalitas dan efektivitasnya. Bagi publik, terutama kalangan akademisi, tentu saja dasar pilihan teori yang dipakai Kemdikbud untuk menentukan indeks integritas sekolah perlu dipublikasi, atau paling tidak disosialisasikan, sehingga kalangan akademisi bisa meneliti dan menilai apakah analisis dan alat ukur yang dipakai oleh Kemdikbud dapat dipertanggungjawabkan.

Indeks integritas tes (IIT) kiranya lebih tepat dipakai sebagai ungkapan ketimbang IIS, karena seluruh diskursus tentang teori indeks integritas hanya mengukur indeks kejujuran sebuah tes (UN) dan tidak dapat dipakai untuk menyimpulkan perilaku jujur sebuah sekolah secara umum. Fungsi indeks integritas selalu terbatas. Karena itu, adalah keliru menggeneralisasi hasil indeks integritas tes untuk menilai kualitas kejujuran sebuah sekolah.

Rahasia?

Sistem pelaporan skor IIS dalam UN 2015 pun dipertanyakan. Nilai IIS tidak akan dipublikasi kepada masyarakat, tetapi hanya menjadi informasi yang diberikan pada sekolah dan perguruan tinggi. Pembatasan pemberian informasi publik ini membuat kita bertanya, apakah IIS merupakan rahasia negara, seperti soal UN yang bukan konsumsi publik? IIS dipakai untuk memberi tahu sekolah tentang skor nilai kejujuran sehingga sekolah dapat mengevaluasi diri dalam menanamkan nilai kejujuran ini. Kiranya informasi yang sama juga dibutuhkan orangtua dan masyarakat di mana mereka menyekolahkan anak-anaknya.

Bila secara teoretis IIS sesungguhnya tidak mengukur kualitas kejujuran sekolah, atau kejujuran seluruh anggota sekolah, melainkan hanya menilai sejauh mana dalam UN siswa satu dan yang lainnya saling mencontek melalui perbandingan data statistik jawaban benar dan salah dengan menggunakan kerangka teori tertentu, di mana kerangka teori ini pun masih diperdebatkan di kalangan para ahli psikometrik, kiranya terlalu berlebihan menganggap hasil evaluasi IIS sebagai rahasia negara.

Publik memiliki hak memperoleh informasi tentang kerangka teoretis, tujuan dan hasil dari sebuah proses evaluasi pendidikan yang diadakan oleh negara yang memengaruhi para pemangku kepentingan pendidikan, terutama orangtua.

Menilai kejujuran sekolah tidak dapat dilakukan melalui analisis statistik jawaban benar dan salah dalam sebuah ujian di mana kerangka teori yang menjadi landasannya masih banyak diperdebatkan di kalangan ahli psikometrik sendiri. Kejujuran merupakan sikap hidup yangperlu dilatih dan dibiasakan, didukung dengan lingkungan budaya, struktur, dan peraturan yang mendukung bertumbuhnya nilai penghargaan terhadap kebenaran. Sikap ini tidak dapat dinilai melalui indeks integritas sekolah yang sifatnya terbatas.

Kejujuran sebuah sekolah hanya bisa dinilai dari sejauh mana anggota-anggota sekolah itu melaksanakan nilai-nilai kejujuran semenjak mereka datang memasuki pintu gerbang sekolah sampai pulang, melalui contoh, teladan, pemberian ruang bagi praksis kejujuran yang didukung oleh aturan-aturan sekolah yang konsisten diterapkan, seperti menghilangkan budaya dan aturan katrol nilai, membuat peraturan dan sanksi tegas tentang perilaku mencontek, menghapuskan peraturan tentang kriteria ketuntasan minimal yang sering menjadi sumber ketidakjujuran guru dalam menilai siswa, transparansi, dan akuntabilitas pengelolaan keuangan sekolah.

Hal-hal ini kiranya lebih mendesak diperjuangkan dan diterapkan dalam lembaga pendidikan kita ketimbang memperkenalkan istilah baru kerangka teorinya masih diperdebatkan; tujuan, konsep dan metodenya dipertanyakan; dan sistem pelaporannya tertutup dan menafikan kontrol publik. IIS bukan hal fundamental yang dibutuhkan bangsa ini.
